"I understand that the individuals housed at the Washington County Detention Center have committed crimes and that's why they're there, but they're also human beings. For two weeks they have not been able to shop for food or toiletries at the commissary, due to a staff illness and there's no backup plan there at the detention center. The phone system has been out twice in the last week, and the one section of the detention center has not had any hot water for three days, and it is yet to be fixed. Like I said, they're human beings also, and they should at least have access to food and toiletries, and hot water." - Hagerstown
