For 20 years, Seibert worked for the National Association of Manufacturers in Washington, D.C., where he became the youngest policy vice president in the organization’s history as he directed public affairs programs in the energy, environmental and natural resources arenas.
After moving to Annapolis, he founded a public policy think tank that studied energy, environmental, health and safety issues.
In 2006, Dick inherited the family farm, Knob Hall. The 175-acre farm just outside Clear Spring has been in his family for more than 200 years. In 2007, the Seiberts began planting grapes on the property.
Seibert’s wife, Mary Beth, is Knob Hall’s wine maker. They have two daughters, Stephanie, who attends Washington College, and Paige, who attends Boston University.
Seibert was appointed by the Washington County Board of Commissioners to serve on the Washington County Economic Development Committee and the Ag Marketing Committee. He was also appointed by former Maryland Gov. Robert Ehrlich to the Chesapeake Bay Citizens Advisory Council.

• Amy K. Brousse, CPA, was promoted from staff associate to senior associate. Brousse graduated summa cum laude from Shippensburg (Pa.) University with a bachelor’s degree in business administration, majoring in accounting. She joined Smith Elliott Kearns’ Chambersburg, Pa., office in January 2010, and works with banking clients, providing audit and bank tax return services.
• Tyler L. Clugston was promoted from staff associate to senior associate. Clugston graduated summa cum laude from Shippensburg University, earning a bachelor’s degree in business administration with a major in accounting. He joined the audit department of the Chambersburg office full time in 2009, after successfully completing internships with Smith Elliott Kearns. Clugston provides services to audit and tax clients.
• Nicole E. Shives was promoted from staff associate to senior associate. Shives graduated magna cum laude from DeVry University, earning a bachelor’s degree in technical management with emphasis in accounting. She joined Smith Elliott Kearns’ Chambersburg office in 2008, and works with banking clients, providing audit and bank tax return services.
• Ashley N. Poole was promoted from the firm’s accounting clerk to staff associate. She earned a bachelor’s degree in accounting from Keiser University in Daytona Beach, Fla. She has served as the accounting clerk for Smith Elliott Kearns in the administrative office since 2010, and will work in the tax/accounting service department of the firm’s Hagerstown office.
