OMAHA, Neb. — Scott Ford, chief executive officer and founder of Cornerstone Wealth Management Group in Hagerstown, recently was added as a member of Carson Institutional Advisory’s Investment Committee.

As a member of the committee, Ford will be jointly responsible for the technical analysis component of the committee as it directs the “advance and protect” investment strategy employed by Carson Wealth Management, a wealth-management firm in Omaha. The strategy seeks to secure gains in advancing markets and protect capital in sideways to negative markets. It emphasizes risk management and is driven by a rigorous, repeatable investment process.

Orrstown Bank

SHIPPENSBURG, Pa. — Jeffrey M. Seibert recently joined Orrstown Bank as executive vice president/chief operating officer.

He will have responsibility for the commercial sales team, commercial credit functions and the special assets group.

Seibert is a longtime resident of southcentral Pennsylvania and, following graduation from Messiah College, spent 13 years at Farmers Bank and Trust Co., Hanover, Pa. He began as a management trainee and progressed through roles of increasing responsibility prior to joining Peoples State Bank in 1994.

He worked for Peoples, and its successor, CommunityBanks of Harrisburg, Pa., as senior lender, chief credit officer and managing director of banking services.

When CommunityBanks was acquired by Susquehanna Bancshares, Seibert served as chief operating officer of Susquehanna Bank, PA, managing director of commercial banking and finally, president of the Pennsylvania Division.

 

 

Frederick Police Department

FREDERICK, Md. — Chief Kim C. Dine, chief of the Frederick Police Department, recently announced the following promotions:

  • Lt. Thomas J. Ledwell, a 20-year veteran of the agency, to the rank of captain
  • Cpl. Paul W. Beliveau, a 12-year veteran, to the rank of sergeant
  • Cpl. Kirk H. Henneberry, a nine-year veteran, to the rank of sergeant
  • Cpl. Sean F. Carr, an 11-year veteran, to the rank of sergeant
  • Officer Charles A. Snyder, a 12-year veteran, to the rank of corporal
  • Officer Aaron B. Lapp, a five-year veteran, to the rank of corporal
  • Officer Tracey M. Carr, who joined the department as a dispatcher and was hired as a police officer in November 2003, to the rank of corporal
