Herbert Pulgar, a 15-year-old freshman at Lawrence Hall Youth Services, points to his winning artwork that will be used as the 2012-2013 city vehicle sticker following an awards ceremony at <a class="taxInlineTagLink" id="PLCUL00217" title="Chicago City Hall" href="/topic/politics/government/chicago-city-hall-PLCUL00217.topic">City Hall</a> in Chicago. Pulgar in addition to his work being displayed on the sticker, he will also receive a $1,000 savings bond to help with his continuing education.
