Edward F. Vowell, 47, has been named governance line of operation chief for the 86th Infantry Brigade Combat Team Mountain of Department. He also is assigned to Special Operations Command Europe.
Since arriving in Afghanistan in September 2009, Vowell has been a counter-insurgency adviser and district support team lead, which involved helping local officials deliver sustainable essential services.
He was recently recognized by the Department of the Army with an Achievement Medal for Civilian service for his work with the Shinwari Tribe in Southeastern Nangarhar Province along the Afghanistan/ Pakistan border.
Before joining the State Department, he had deployed three times: Iraq 2003-2004; Kosovo 2005-2007; and Jordan/Iraq 2007-2009 as a civil affairs soldier specializing in humanitarian affairs and civil-military operations. He also worked as a senior consultant with Cap Gemini and as a senior research Editor at Encyclopaedia Britannica.
A Chicago native, Vowell has a B.A. in economics from the University of Illinois at Chicago.
