Will someone have to be seriously hurt or lose their home to fire, because the parents cannot control their children and the managers of the apartment complexes cannot enforce their leases. Between kids playing with fire and adults cooking on the patios and balconies, during the dry season, it is a wonder there haven't been more fires.
What good is it to have rules if they can not be enforced?
