I just viewed a detailed video on how to make an ATM machine hold a users card and they will think it has been confiscated by the bank. Then a helpful customer comes by and offers to help by holding down 2-3 keys while you type in your PIN. When that doesn't work, he waits til you leave then retrieves your card (and your PIN).
Advise: If your card is not returned don't get help from strangers and report it to the bank immediately.

A bit more research on this and found out it is several years old and only one bank was susceptible.
I am sure there are new scams being tried everyday.

Snopes shows stills from the video I watched. I don't think it is an issue now.
