Is this in relation to the people you are dining with or do you mean everyone in the restaurant? If someone is at another table, not in your party, what's the difference between them talking to the person across from them or talking on the phone?

I only bring it up because I think mobile phones get a bad rap from people who use them without consideration for others.

I mean everyone, no exception. I was in my favorite restaurant. The lady talked so loud the everyone could here. A man got up and went over to the lady. And ask if she could keep it down a bit. She really got mad too. But you should of heard the applause afterwards.
