I need something very portable with...
- Wi-fi: I need total web access at hotspots
- Word
- Ability to open PDF
- Ability to attach keyboard
- Reasonable price
- Ability to access files via USB flash drive
Which do you think is the best way to go? I'm looking for best function, lowest price, easiest portability.

I think you'd be better off with a small notebook for all the things you want to do. PDA's are too small, screenwise, tablets are about the same size as notebooks. Maybe look at a notebook from Dell or Toshiba paying particular attention to battery life and weight.

You can pick up decent notebooks on ebay for cheap if you look alittle. Just picked up a nice 1.5Ghz Dell for my girlfriend for $350.
