Hagerstown City Neighborhood:
My neighbor gets up at 8:00am on Sundays and uses a leaf blower to blow them into the middle of the street. He then mutters, "I am not responsible for anyone elses's leaves. I was responsible. I chopped down all my trees." It worked until a house 4 doors down lost its leaves and the winds came along. I do not think he realizes that the next wind will push all the leaves he blew into the street, back into his yard. This happens every year, always kicking off on the Friday after Thanksgiving. We are intrigued.
(HELLO TO MY NEIGHBOR: Leaf bags or Mulching Mower)
We mow and take the bag over to the house behind us. The neighbor has a huge area for compost. Yup, the Grocery Store or Lowes have the bags. If you put them in the plastic bags they will be left to rot at your curb. People passing by might stop and chat w/ you, suggesting you look into brown bags or a mulch mower.

We were invited by our neighbor to share her compost area. She has a lot of land. Thankfully, she is very nice & sane.
We also brown bag any excess yard waste and put it out on the assigned day for yard waste. We left them at the curb and the city picked them up. If you want to know the definite pick up day for your street ask a neighbor or look out the window and see when the the brown bags are being being dragged to the curb. Some wait til the night before as the rains can soak through the bottom. When we moved in there was a welcome packet with the information. But that is easily misplaced if you move in during the summer. The city does a great job with the leaf, recycling, & trash pick up.
In our previous county people were instructed to rake the leaves to the street by the curb. A truck came by & sucked them up. Each neighborhood was assigned 2 days. We did not have to use bags. But then you had other issues like less parking, dangerous piles kids would play in, & it was easy to miss the day. Hagerstown seems to have a good set up.
