I think a lot of people don't realize the dangers in tanning. It is really, very bad for you and your skin. I think this might be the reasoning behind a law regulating the use for children. This link is a very good story that addresses this topic:

I find this law comparable to setting an age restriction to buy cigarettes. Everyone knows that cigarettes (like tanning beds) can increase your chance of getting cancer. However, once your 18, you have to make the choice of whether or not smoking, or tanning, is worth it.
On a side note - if you don't like Big Brother, I wouldn't vote republican. A good example would be the patriot act, which democrats are fighting very hard to lesson the intrusiveness.
