French President Jacques Chirac is the latest leader to call for the imposition of an international tax to help fight poverty.

Speaking at the United Nations in New York, Chirac praised a report prepared by a French working group that proposed a global tax be levied on arms sales and some financial transactions.

The report contains "technically realistic and economically rational solutions," said Chirac, who joined forces with Brazilian President Luiz Inacio Lula da Silva to push the anti-poverty agenda.

hey will attempt to push forward the plan with the goal of cutting in half the number of people in poverty by 2015, as United Nations leaders pledged in 2000.

A declaration signed by 110 countries urged governments to consider the report.

Chirac's ideas were strongly attacked by the U.S. delegation.

U.S. Agriculture Secretary Ann Veneman said, "global taxes are inherently undemocratic. Implementation is impossible."

This is not the first time Chirac and other world leaders have called for a global tax.

Last year, some at the G8 summit meeting floated the idea of a global tax on arms sales, including – at Chirac's suggestion – a tax on gun purchases by individuals.

In a speech at the annual meeting of the "Group of Eight," or G8, da Silva pushed the arms-sales tax as a scheme whereby the world's wealthiest nations could fund efforts to eliminate world hunger.

The "Group of Eight" includes the U.S., UK, France, Germany, Italy, Canada, Japan and Russia.

Calling the Brazilian leader's proposal "forceful and convincing," Chirac was reluctant to back a levy on weapons manufacturers in France and elsewhere, but suggested a global tax on firearms purchases made by individuals, said the report.

This is one of the most ridiculous, unrealistic proposals I have heard in a long time. There are people in every country, including our own, who are impoverished. What makes them think we can solve the world's problems, if we can't even solve our own? Plus you know the U.S. would be paying the most money anyway. I just don't see how this could work.

Totally agreed Phish!

Can it be????

I agree with Phish on this!

Wow, everyone seems to agree... How many Americans do you think are out there thinking, "Hey, what a great idea!" Any thoughts? Maybe most of us can agree on this...

Ours is a sovereign nation. The U.N. can say and TRY to do whatever they want, but nobody gets a penny from me without the okay of my elected representative and in accordance with UNITED STATES law.

I am so sick and tired of the U.N. thinking they can just decide these things. How dare they think they can just reach inside our borders and mess around with the people of the United States unless we say so and it's in accordance with our laws!

Do away with the U.N.!!! LOL... maybe...

In my opinion, the U.N. does much more bad in this world than good. They are about as anti-Semetic (sp?) as they can get. I, personally, want to be on Israel's side any day of the week. Has everyone read the biblical prophesies? Last time I read it, Israel won... I want to be on their side!!!

Just the latest in a long line of plans to bleed the USA dry! Maybe Chirac now that Iraq isn't filling his coffers with the Money for Food fiasco, he needs replenishing and figures--hey, the good ole US of A should bail everyone out...
Theft by any other name is still illegal and still stealing...
Jessica-Marie you are correct! How can you hate the group that gave us HIS ONLY Son...

I agree the UN sucks in the vast majority of its dealings. They waste money worse than most politicians in the US could dream of, they have corruption, and without the US they have little influence as evidenced by their impotence in dealing with places like Rowanda and N. Korea. Their best effort seems to be passing a milktoast resolution saying, in effect, "would y'all please stop that?".

It's bad enough that they have the nerve to want to tax "wealthy" nations to give to the poor (and to their diplomats), but out of all possible things to tax, look what they pick to tax. Firearms purchased by individuals. Buy a hunting gun, pay the UN some money. And who in the world has the most such purchases? How much do you think they'd have to tax every gun sold in the US to get any meaningful amount of money considering what the UN spends??? $100? $200? More? These idiots at the UN have proposed treaties before wanting to make private ownership of firearms illegal, and they'll try it again. And if the wrong senators and president are in place at that time, it could be very ugly for America.
