Second female promoted to rank of lieutenant in Hagerstown Police Department

Rebecca Fetchu of the Hagerstown Police Department was promoted from sergeant to lieutenant during a ceremony Tuesday morning at Hagerstown City Hall, becoming only the second woman in the history of HPD to earn that rank.
