Washington County officials on Tuesday named new department heads for the county’s Planning and Zoning Department and Health and Human Services Department.
The Board of County Commissioners voted unanimously to appoint Stephen T. Goodrich as Planning and Zoning Director and Stephanie Stone as Health and Human Services Director.
The planning director position has been vacant since the former planning director, Michael C. Thompson, retired earlier this year under a county retirement incentive program.
Health and Human Services is a new county department created as part of a restructuring plan this spring. It includes the county’s human resources and recreation and fitness functions.
The restructuring also reorganized county planning functions. The department Goodrich will head is called Planning and Zoning, while plan review functions were moved to a new Division of Plan Review and Permitting.
Both appointees were promoted from within county government. Goodrich was formerly Chief Senior Planner for Comprehensive Planning and had been serving as interim planning director, and Stone was Director of the Community Partnership for Children and Families.
County Administrator Gregory B. Murray said the county interviewed 10 people for the planning director position and eight people for the health and human services position.
“We were pleased to find that we have talent internally that stood out and allowed us to recommend promotion internally,” Murray said.
Goodrich has been with the county 32 years and the planning department for 23 years. He has served as interim planning director four times, Murray said. He has a bachelor’s degree in social science.
Stone has worked for the county nine years. She has a bachelor’s degree in psychology and a master’s degree in administration, he said.
In addition to overseeing human resources and recreation and fitness, the new Health and Human Services Department will oversee the Community Partnership for Children and Families, Stone said.
The new department will look at ways to expand the county’s wellness programs for county employees, she said.
Goodrich will make $82,484 per year, and Stone will make $71,888, county spokeswoman Sarah J. Lankford said.
