20. Recommend that Company 12 officially decide which is their current mission statement.

21. That a regular training schedule with other departments be developed and reports be included to BOCC for accountability purposes.

22. That regular meetings be held with surrounding agencies and minutes be provided to BOCC for accountability purposes.

23. That WC Planning and Zoning inspect the facilities to ensure compliance, ability to occupy and adequate accommodations for a 24/7 facility.

24. That the company certify that the facility meets the state standards under Maryland State Fireman’s Association.

25. That upon reinstatement of CVFC #12 they be placed on a 24-month probationary period.

26. That the company be required, during its probationary period, to provide at a public meeting, quarterly reports to the BOCC that give updates as to number and types of responses, itemized response rates, accurate number of members, training sessions and topics, etc. 

27. That once Fairplay Community Volunteer Fire Company is reactivated, the WC VFRA conduct a complete Standards inspection every six months to ensure ongoing compliance. This would be a total of five inspections — at beginning, six months after returning to service, after one year, and at the end of the recommended 24-month probation period.

28. That a performance evaluation metric be developed to measure the recruitment and retention of volunteers, response times and response failure rates. A suggestion was made that the response and failure rates could be determined by taking the remaining companies numbers, eliminating the high and the low, developing the average and setting that average as the expected number for Fairplay Fire Co.

29. That the Volunteer Fire Company of District #12, once reactivated, be placed on a 24-month probationary period with the expectation that all of the above requirements continue to be accurately and currently maintained.

30. That during the first six months of the 24-month period all calls for service are dispatched as per current procedure, first to the surrounding company closest to the incident and at the same time to Fairplay Community Fire Company.

31. That an evaluation at the end of six months would be conducted by a committee to include the current Task Force enlarged through the recommendations by the WC VFRA to include four additional Washington Fire Companies, to measure performance and make necessary recommendations as needed.

In addition, the Task Force recommends that the following recommendations be completed in the best interest of all volunteer fire companies:

A. That the BOCC empower the DES to develop a contingency plan in the event that any company in WC becomes disabled and/or inactive for any reason.  

B. That BOCC review the current standards of all companies as listed by the WC VFRA and that they jointly develop acceptable standards, including but not limited to unacceptable late responses, failure to respond, etc.

C. That the BOCC review the needs associated with the operation of fire, rescue and EMS agencies and the resources available to them, to determine if current WC personnel and/or programs are available to assist in such areas as risk management, equipment grants, recruitment and retention of volunteers, etc.

D. That a committee be appointed to oversee and assist local volunteer fire and rescue companies with their issues, regulations, requirements, etc.
