In a special voting session Tuesday, the Hagerstown City Council unanimously approved the introduction of an ordinance allowing the city to enter into a purchase agreement for the former Holiday Motel properties at the corner of West Washington and North Prospect streets.
According to the contract of sale, the city would purchase the properties, listed at 170 W. Washington St. and 12 N. Prospect St., for $27,500. The current owner is FCB Hagerstown LLC.
Prior to the vote, Councilman Lewis C. Metzner said he commended the bank, which is located in Frederick County, for allowing the city to purchase the property at a “substantially lower price” than an offer previously submitted by another developer.
“That’s just not something that’s seen a lot in our community,” he said.
A $1,000 deposit is required and an inspection of the property, which has already begun, is to take place within 15 days of the contract being signed, the contract of sale states.
Downtown Manager Andrew Sargent wrote in a memo to the mayor and five-member city council that he has toured the buildings with code compliance and engineer staff as well as contractors to discuss demolition strategy and next steps.
“I have also ordered an updated Phase I environmental evaluation to ensure there will be no surprises,” Sargent wrote in the memo.
Funding for the acquisition will come from the city’s Economic Redevelopment Fund.
The introduced ordinance will be up for final approval by the city council next Tuesday, Feb. 12. If approved, it will become effective March 14, making March 18 the earliest possible date for the city to settle on the purchase.
Prior to its shutdown years ago, the motel property, also know as the Midtown Motel at one time, drew the attention of police for complaints of prostitution, drug use and vagrancy.
