A Hagerstown man is being held without bond on accusations of raping a girl over an eight-year period, according to Washington County District Court records.

Randy Lynn Willard Sr., 47, of 230 Summit Ave., Apt. 3, is scheduled for a preliminary hearing next week on charges that include first- and second-degree rape, first-, second- and third-degree sex offenses, sex abuse of a minor and sex abuse of a minor as a continuing course of conduct, court records said. 

Willard was taken into custody at the end of May, the records said.

Tina Smith, 41, a former Hagerstown resident who moved to Maine, was arrested earlier in the month on related charges, the records said.

The alleged abuse took place between 1996 and 2004, according to the application for statement of charges filed by Hagerstown police. The alleged victim, now an adult, was interviewed at the Child Advocacy Center in February in reference to an ongoing Child Protective Services investigation.

The woman told investigators that Willard began molesting her in 1996 and over a course of years in which they lived at three different addresses in Hagerstown. The woman told investigators that Smith was present and, at times, told her how to perform sexual acts.

Willard is scheduled for a preliminary hearing on Wednesday.

Smith’s preliminary hearing is set for July 17, the records said.
