Inwood, W.Va., man arraigned Friday on one felony count of DUI with death

The blood-alcohol level of a man charged last month with drunken driving in the death of Harry Lee Franks Jr. of Inwood, W.Va., was more than four times the legal limit, according to Berkeley County Magistrate Court records.
