Two charged with murder in fatal Chambersburg shooting

One of the men charged in Monday’s shooting death that led to two police standoffs has a history of run-ins with the law, including an earlier standoff with police in Franklin County.

Two Chambersburg men were charged with Monday’s shooting death of a man in the 300 block of East King Street that led to two separate police standoffs in the borough of Chambersburg on Tuesday.

Jason C. Shauf, 38, of 117 Sollenberger Road, and Carl L. Varner, 54, of 238 E. McKinley Street, were taken into custody by police on Tuesday and charged with first-degree murder, second-degree murder, robbery, burglary, criminal conspiracy to commit murder in the first degree and criminal conspiracy to commit robbery.

On Wednesday, Chambersburg police identified Victor Hugo Campos-Olguin, 29, as the man who was shot and killed at 310 E. King St. on Monday night.

Campos-Olguin died from a single gunshot wound to the neck, police said, citing an autopsy that was performed Wednesday by Franklin County Coroner Jeffrey Conner.

Tuesday’s police standoff was apparently not the first involving Varner.

Varner engaged Chambersburg police in a standoff that lasted more than eight hours in January 2008, according to Herald-Mail archives.

Police at the time said they had a warrant for his arrest on charges of terroristic threats and harassment by communication. When they tried to take him into custody at 238 E. McKinley St., a standoff ensued and he allegedly broke off communications with a crisis negotiation team.

A special response team entered the home and found him hiding inside. Several residents were evacuated from nearby homes and taken to the Chambersburg Fire Department, according to the archived story.

Pennsylvania’s online court records indicate Varner was not prosecuted on the terroristic threats and harassment charges.

Varner is listed as a defendant in several other criminal cases.

He was found not guilty by reason of insanity on a 2008 charge of unlawful possession of a firearm, records show.

He plead guilty on a 1983 escape charge and was sentenced to 3 1/2 to seven years in state prison. He also plead guilty to a 1979 theft charge and was sentenced to a minimum of six months in jail.

A Frederick County (Va.) Sheriff’s Office report online indicates deputies arrested Varner in November 2009 on a probation violation. It is not clear why he was on probation.

In Monday’s fatal shooting, police responded to 310 E. King St. shortly after 10 p.m. for a report of shots fired and an assault.

According to a police affidavit of probable cause, six individuals (including the deceased) were in the residence at the time of the shooting.

Police said through the course of the investigation that shortly before 10 p.m., two males entered the residence after knocking on the front door.

Both suspects entered the residence while displaying firearms and threatening the six occupants while demanding to see “El Gallo.”

The men forced the victims to the second floor of the residence while demanding money and personal property from the victims, police said in the report.

One of the suspects, armed with a long barreled firearm, discharged a round into the ceiling of a bedroom during the incident, police said.
