Operating without a contract for nearly two years, the Waynesboro Area School District’s school board and teachers union moved closer to an agreement during a four-hour negotiating session Thursday.
“Both teams accepted and worked out the details of a mediation proposal,” school board member Rita Daywalt said.
The school board will vote on the proposal Tuesday. The union, the Waynesboro Area Education Association, is expected to vote by midweek.
If approved, the proposal could become a tentative agreement that would yield a contract, Daywalt said.
“Our side believes we have reached a tentative agreement,” she said.
The two sides have been negotiating since early 2010 without a resolution. They issued a joint news release that said:
“WASD and WAEA met today with the state mediator for approximately four hours. He created a ‘mediator’s proposal’ that both sides will take back to their members to be voted on. The proposal addresses all outstanding issues and if accepted will bring a conclusion to bargaining.”
Daywalt expressed confidence the proposal will be approved by the school board.
“I have no doubts the board will pass it,” she said.
Details will not be released until after the voting, according to Daywalt.
“We want to put the welfare of the students and district above the arguable issues,” she said.
The school board wants to tie any salary increases to savings from changes made to its health insurance offerings. Because those adjustments were to be made by Friday’s deadline for 2012-13, the school board said an agreement must be reached this week if the 275 teachers want a raise.
But the school board talked to the health insurance providers Thursday, shared its intentions and received a deadline extension, Daywalt said.
The last teachers contract expired June 30, 2010. The two sides are negotiating a three-year deal.
