William Allen "Billy" Moats, 42, of West Franklin Street in Hagerstown, died Friday, March 8, 2013, at Meritus Medical Center near Hagerstown. Services and burial will be private and at the convenience of the family. Arrangements are by J.L. Davis Funeral Home, Smithsburg.
