For 31 years, we received an accurate bill each month and graciously paid each one. Two years ago (we were then retired 13 years), estimates came every other month. Our bills began to fluctuate higher or lower. In 2012, our meter was read twice; once in June and in December. We received our December bill that was six times higher than November, on Dec. 22, payable in 17 days. This is cruel treatment for the elderly retired.”
