  5. Calling Penn National's bluff at Rosecroft

    When Penn National Gaming bought the bankrupt Rosecroft Raceway this year, it promised to resume live harness racing there for the first time in nearly three years. To be sure, the giant national gambling conglomerate made clear its intent to also seek slot machines or other kinds of expanded gambling there.  But the commitment to resuming racing sounded unconditional: "As the largest operator of pari-mutuel facilities in the country, and the host to an industry high 1,300 live racing events annually, we are uniquely qualified and look forward to working with Rosecroft stakeholders to attempt to restore live racing," the company's CEO, Peter M. Carlino, said in a news release after the purchase was finalized.

    The man who came to town nearly a decade ago promising  to be the horse racing industry's salvation has lately become its frustrating nemesis. Franck Stronach, a Canadian billionaire and racing enthusiast who has exerted an erratic will since buying the Maryland Jockey Club in 2002, has single-handedly upended a deal that was supposed to give horse and track owners and others involved in the industry time to develop a new business plan. He is now proposing an unworkable plan to lease Laurel Park to the horsemen and to run a mere 40 days a year at Pimlico — not nearly enough to sustain the industry. Unless he exhibits another unexpected change of heart — always a possibility — the horsemen will have to start playing hardball with the one thing Mr. Stronach appears to really care about: the Preakness.

    If we've learned anything so far in the effort to bring slot machine gambling to Maryland — and especially to downtown Baltimore — it's not to get too excited by early promises and glitzy artist's renderings. The gap between promise and reality seems to have a tendency to stretch on in unexpected ways. That said, the proposal by the head of Caesars Entertainment Corp. to the state's slots licensing commission for a Harrah's casino on Russell Street just south of M&T Bank Stadium is clearly more promising than anything we've seen thus far for the Baltimore site and stands a chance to give the Cordish Cos. casino under construction at Arundel Mills mall competition for the state's top slots site.
