    For a dozen years, U.S. Rep. John Larson and other officials have tirelessly promoted the notion of turning Coltsville, the former industrial village in Hartford’s South Meadows, into a National Historic Park. Millions of dollars have been invested by public and private sources to make the complex a mix of businesses and residences as well as a national park, somewhat like the Lowell Mills in Lowell, Mass.
