3. State mistakenly revives erroneous property tax breaks

Baltimore Circuit Court Clerk Frank M. Conaway Sr. reacted with disbelief upon hearing that an illegitimate tax break was inexplicably on the property tax bill for a rental home he owns in Northwest Baltimore — again. "No, it's not," he insisted recently to a reporter.

  5. Challenge water rates and 'rain tax'

I want to both honor and condemn The Sun for its coverage of an issue that the average city citizen feels both perplexed and confused about. It's difficult for people to understand how they can be taxed with a Stormwater Utility Fee buried among 20 ballot questions in last year's election and then turn around and be hit with a proposed "rain tax" and a subsequent 15 percent increase proposed by the city's Department of Public Works ("Baltimore water bills could rise," May 20).

  9. Dirt bike gangs pose a menace to downtown residents

We haven't had gangs of youth riding dirt bikes in the central business district recently, but before that it was commonplace. City Circuit Court Clerk Frank M. Conaway Sr., however, apparently doesn't think that was a problem ("Don't penalize city kids for riding dirt bikes," April 26).

  11. Dirt bikers no victims of racism

Really, Mr. Conaway! In his defense of dirt bike riders ("Don't penalize city kids for riding dirt bikes," April 25), Baltimore Circuit Court Clerk Frank M. Conaway Sr. places blame for this problem on the Baltimore Police Department and their vendetta against black youth. The inner city is rife with Mr. Conaway calls a "nuisance" while Baltimore drivers see it as a clear and present danger. I have slammed on my brakes numerous times and swerved into other lanes trying to avoid a collision.

  15. Dirt bike debate is about safety, not race

Regarding the recent debate over dirt bikes, as president of my community association I can assure you that while the riders' antics may seem "cool" to their peers, the rest of us see them as noisy and a danger to motorists ("Don't penalize city kids for riding dirt bikes," April 25).
